First deliveries of cross-linkable polyethylene (XLPE) from a new plant built within the Ruwais petrochemicals complex as part of the Borouge 4 expansion project are expected in the second quarter of 2026.

At full capacity, the unit will add 100,000 tonnes/year of XLPE, doubling Borouge’s current capacity.

Cross-linkable polyethylene is mainly used in high-voltage underground and submarine power cables for grid development and energy transition-related projects.
Borouge is the only XLPE producer in the region, and the expansion strengthens its ability to meet demand from fast-growing economies and data centres across Asia and the Middle East.

The UAE company, now part of the new Borouge International Group, will conduct performance tests on the initial batch with local cable manufacturers. Once testing is completed, production at the new plant will be gradually ramped up.

Borouge 4, the fourth expansion project at the Ruwais site in the United Arab Emirates, includes an ethane cracker and polyethylene production plants based on Borstar technology. The project is intended to increase the company’s polyolefin production capacity by 1.4 million tonnes/year, making Ruwais the world’s largest single-site polyolefin complex.
