More than 120 industrial associations and companies affected by the new EU Packaging and Packaging Waste Regulation (PPWR) have signed a letter sent today to the presidents of the European Commission, the European Parliament and the European Council.

The letter reiterates the Regulation’s strategic importance in supporting greater investment in the European packaging industry and, more broadly, in the circular economy.

The main request is for the PPWR to be implemented timely and effectively, in the form in which it was adopted, through clear, robust and evidence-based secondary legislation developed in close consultation with industry and experts.

The signatories stress that the PPWR introduces an essential harmonised framework for the Single Market and for investment certainty. They call for any outstanding technical questions to be addressed through secondary legislation, without reopening the Regulation already adopted.

“The priority should now be to ensure it is fully implementable and up to speed, by developing clear, robust and harmonised criteria under the secondary legislation, while maintaining alignment with the European Union’s broader policy agenda, including the Circular Economy Action Plan and the European Green Deal,” the sector’s associations and companies state.

The request comes against a backdrop of geopolitical tensions, pressure on energy and raw material costs and growing international competition.
