Commission Delegated Decision (EU) 2026/429 of 25 February 2026, supplementing Regulation (EU) 2025/40 on packaging and packaging waste (PPWR), has been published in the Official Journal of the European Union.

The Decision exempts certain economic operators from the 100% reuse obligation for pallet wrappings, including stretch films and straps/strapping.

The exemption, which will enter into force on 26 May 2026, had been discussed with stakeholders in October 2025 and publicly announced by the Commission in December of the same year. The act was then adopted by the Commission on 25 February 2026 (read article), but had not yet been formalised through publication in the Official Journal, as required by the regulation itself.

According to the Commission, although reusable pallet wrappings and straps are currently commercially available and used for the transport of certain goods, their wider adoption would involve disproportionate adaptation costs for operators.
